This document outlines the specific certification services BQC provides to clients seeking EE Label certification for Bahrain and Oman. Clients seeking certification are expected to read, understand, and agree to all terms outlined in this document, as well as any relevant public documents (e.g., General Certification Regulations). 3 THE SCOPE OF EE LABEL REGULATED PRODUCTS EE标签管制产品的范围：

1) For the Bahrain market: Products listed in the technical regulation attached to the Bahrain Ministerial Decree (70/2015).

5 THE OBLIGATION OF CLIENT客户的义务:
1)When placing a product on the market, the client shall ensure that it has been designed and manufactured in compliance with the essential safety and EMC (Electromagnetic Compatibility) requirements specified in the GSO LVE regulation BD-142004-01, as well as the technical regulation outlined in the ministerial decree 70/2015.将产品投放市场时，客户应确保其设计和制造符合GSO LVE法规BD-142004-01中规定的基本安全和EMC（电磁兼容性）要求以及部长令70/2015中概述的技术法规
2)The client is required to prepare and submit the relevant technical documentation to BQC. This documentation must be retained for 10 years after the product is placed on the market. Among the required documents are客户需要准备并向BQC提交相关技术文件。产品投放市场后，必须保留此文件10年。所需文件包括:

4)The client should ensure that procedures are established to maintain conformity of series production with the relevant technical regulations and standards.客户应确保建立程序以保持系列生产符合相关的技术法规和标准

7)The client shall cooperate with national authorities upon request, providing all necessary information and documentation—either in paper or electronic form—to demonstrate the product's compliance with regulations and standards. 6 AUTHORIZED REPRESENTATIVE授权代表:
In case the client is not located within the intended market, the above obligations shall apply to the authorized local representative or importer. In such case, local representative or importer shall submit the necessary evidence of authorization including the elements listed in BQC application form.

7 ENERGY LABELLING (EE LABEL)能源标签（EE标签）:
Upon successfully obtaining certification from BQC and completing the registration through the relevant portal, the client must attach the EE Label to the certified products before placing them on the target market. This label shall fulfil the applicable requirements specified in成功获得BQC 认证并通过相关门户完成注册后，客户必须在认证产品投放到目标市场之前将 EE 标签贴在产品上。此标签应 满足以下规定的适用要求:

BQC's technical experts will support the client by providing instructions on how to properly affix the label according to the requirements. BQC 的技术专家将为客户提供支持，指导如何根据要求正确贴上标签

8 REFRIGERANT COMPLIANCE:制冷剂合规性
For products using restricted types of refrigerants, the client shall provide proof of compliance or a declaration on how compliance with applicable legislation is or will be achieved.对于使用受限类型制冷剂的产品，客户应提供合规证明或关于如何或将如何符合适用法律的声明。

9 TEST REPORT AND USE OF CLIENT INTERNAL LAB测试报告和客户内部实验室的使用:
The client shall conduct the necessary tests and measurements to verify the performance of their products and obtain valid test reports before submitting them to BQC for review客户应进行必要的测试和测量以验证其产品的性能，并获取有效的测试报告，然后将其提交给BQC审核。
BQC may accept test report data from the client’s internal lab if the following conditions are met如果满足以下条件，BQC 可能会接受来自客户内部实验室的测试报告数据:

10 ACCEPTANCE OF PRIOR TEST REPORT接受先前的测试报告:
A "Prior test report" refers to a test that was conducted before the client submitted their application to BQC. for BQC to accept and rely on the results of such a report, the following conditions must be met“先前测试报告”是指客户向 BQC 提交申请之前进行的测试。BQC 要接受并信赖此类报告的结果，必须满足以下条件:
1)The test report shall pertain to the relevant product测试报告应与相关产品相关.

3)It must be issued by a third-party accredited lab in accordance with ISO/IEC 17025. This accreditation shall be granted by a body that is a signatory of the ILAC mutual recognition arrangement必须由符合ISO/IEC 17025标准的第三方认可实验室颁发。该认证必须由签署ILAC互认协议的机构授予.
4)The tests shall have been performed within the last 3 years测试应是在最近3年内进行的.
BQC will not rely on prior test reports from the client’s internal lab unless the tests were conducted under BQC’s supervision. BQC will rely on test reports from the client’s internal lab once the conditions outlined in clause 9 have been met.BQC 不会依赖客户内部实验室的先前测试报告，除非测试是在 BQC 的监督下进行的。一旦满足第9条中概述的条件， BQC将依赖客户内部实验室的测试报告

11 RESGISTRATION, LABEL AND LETTER OF APPROVAL注册、标签和批准书:
Upon successful certification, BQC will grant the client a validation certificate and will resister the product data on the relevant scheme owner portal.认证成功后， BQC将向客户授予验证证书，并在相关方案拥有者门户上提交产品数据
Registration fees: Upon payment of the fees charged to the client, BQC will be responsible for paying the registration fees (600 SAR/product/ year) via the relevant scheme owner portal and in behalf of the client

12 THE VALIDITY OF “LETTER OF APPROVAL”“批准函”的有效期:
The letter will be valid for 3 years provided that该信函有效期为 3 年，前提是:
1)Successful annual reconfirmation is carried out by the client (see clause 13)客户成功进行年度重新确认（参见第13条）
2)The client continuously conform to certification and product requirements listed in BQC certification agreement (see appendix 1) and the applicable technical regulation and/or standards客户持续符合BQC认证协议（见附件1）中列出的认证和产品要求以及适用的技术法规和/或标准.

13 RECONFORMIATION OF RESGISTERATION重新登记:
The client shall perform the following actions to reconfirm their registration via electronic means through the scheme owner portal客户应通过方案拥有者门户执行以下操作，以电子方式重新确认其注册:
1)Declaration of Conformity, stating that符合性声明，说明:
The product, its components, materials, manufacturing process etc. did not undergo any changes that may influence the energy performance of the product产品、其组件、材料、制造工艺等未发生任何可能影响产品能源性能的变化.
The test results provided to BQC for validation are still valid for the products placed on the market.BQC验证的测试结果对于投放市场的产品仍然有效
The applied standards are still valid to show conformity with the requirements of the scheme.所应用的标准仍然有效，以证明符合该计划的要求
2)The above declaration shall be submitted within two (2) months prior to the annual expiry date for reconfirmation.上述声明应于年度到期日前两个月内提交，以供重新确认
3)Successful payment of annual labelling registration fees to the scheme owner. Voluntary choice by the client to pay in advance for 3 years term does not waive the requirement to reconfirm the registration each year.
